What about a roleplaying forum with the "battles" between players being just PBEM matches with stats put in respective posts? With 1 turn per day, PBEM matches could represent the actual speed of the battles. Players should be able to use specially tracked avatars (you begin as a "recruit", having a single soldier as an avatar, and get new avatars on certain levels, depending on your battle preferences - pilot, artillery specialist, etc). I'm not a RPer myself, but I think the project would be more popular with branches. Or, we can start RP's right in the mailing list, with [IC] in front of each roleplaying topic's name. Like: [IC] Mutants join the Kand empire.

I think this would require a central server somewhere.
This is something we do not have...
Even if the costs for hosting would not be very high, the problem is
who would code this ?

FOSS is not very good at writing huge specs before coding.
so this is certainly the kind of feature one could implement incrementally.

who would give it a try ?

Match tracking (for avatar changes) would be done by GZ+PHP. GZ would only track matches, PHP would write stats to the respective RP board's "battle stats". tracking from PBEM might be dedicated, so slow-play matches would be just hidden matches with host-side saves. the IRC channel would be the node, to which all the clients (including slow-play) connect. Other than that avatar tracking it'd be just like hosting any other forum. <A hRef=HTtP://UCOZ.Com>UCOZ</a> is a free site/forum host that we could use.
